Job Description: Veteran Housing Stability Case Manager (TVC General Assistance Grant)
Status: Full-Time (1.0 FTE)
Reports To: Program Manager / Executive Director
Location: San Marcos, TX (regular travel required throughout Blanco, Caldwell, Guadalupe, and Hays Counties)
Pay: $22.00–$26.00 per hour, based on experience

Position Summary
The Veteran Housing Stability Case Manager is a direct-service role within BR3T's Housing Stability Services (HSS) program. Approximately 60% of the position's time is dedicated to serving Veterans, dependents, and surviving spouses under the Texas Veterans Commission (TVC) General Assistance Grant. The remaining 40% is spent serving other low-income households in BR3T's Housing Stability Services program. The Case Manager identifies, engages, and stabilizes households experiencing housing instability or homelessness across Blanco, Caldwell, Guadalupe, and Hays Counties. The Case Manager also serves as BR3T's primary point of contact for entering and submitting all required TVC program data and reports through the FLUXX grants management portal.
This role handles sensitive personal, financial, and military service information every day. Strict confidentiality and honesty in all documentation are essential functions of the position.
Primary Responsibilities
- Eligibility & Intake: Screen and document eligibility for Veterans, dependents, and surviving spouses, including all TVC-recognized discharge characterizations (Honorable, General Under Honorable Conditions, Other Than Honorable Conditions, Uncharacterized, Bad Conduct, and Dismissed). Collect and verify required documentation (e.g., DD-214, income verification, lease agreements).
- Housing Navigation: Identify affordable rental units, negotiate with landlords to reduce barriers to housing, and confirm units meet basic habitability standards.
- Case Planning: Develop individualized service plans for an active caseload contributing to the TVC program's annual target of 75 unduplicated Veteran clients, with clear milestones for housing stability and self-sufficiency.
- Housing Stability Services Caseload: Provide intake, eligibility screening, case planning, and financial assistance coordination for non-Veteran households served through BR3T's other Housing Stability Services programs, following the eligibility and documentation requirements of each funding source.
- Financial Assistance Coordination: Prepare and process requests for rent, utilities, security/pet/utility deposits, and application fees for supervisory approval prior to disbursement, in accordance with BR3T's internal assistance policies.
- TVC Reporting & FLUXX Portal Management: Serve as the organization's primary point of contact for entering and submitting all required beneficiary, service, and expenditure data into the TVC FLUXX grants portal. This includes timely submission of required reports and reimbursement requests, uploading supporting documentation, tracking and responding to portal notices and action items, and meeting all TVC reporting deadlines.
- Financial Counseling: Provide budgeting and financial literacy support to help households manage rent burden and utility costs.
- Confidentiality & Data Integrity: Protect all client information, including personally identifiable, financial, and military service records, in accordance with BR3T's confidentiality policy and funder requirements. Maintain accurate, truthful, audit-ready client records in BR3T's case management system and secure document storage. Ensure beneficiaries are correctly tracked as unduplicated and that records support both internal reconciliation and TVC/Single Audit review.
- Outreach & Engagement: Conduct outreach with County Veteran Service Officers (CVSOs), VA clinics, food banks, shelters, and community partners across the four-county service area to identify Veterans, dependents, and surviving spouses at risk of housing instability.
- Time & Effort Reporting: Accurately record time spent on each program and funding source so that personnel costs can be correctly allocated and documented for funder review.
Qualifications
- Education: Bachelor's degree in Social Work, Psychology, or a related human services field preferred.
- Experience: Minimum of 2 years in case management, ideally using Housing First or Rapid Re-housing models.
- Veteran Cultural Competency: Demonstrated understanding of Veteran culture, the VA system, and challenges faced by Veterans, dependents, and surviving spouses.

- Technical Proficiency: Comfort with Salesforce, Slack, Microsoft Office, and the TVC FLUXX grants portal (training provided if not already familiar).
- Mobility: Valid driver's license and reliable transportation to travel throughout Blanco, Caldwell, Guadalupe, and Hays Counties.
Preferred Attributes
- Veteran Status: Preference may be given to qualified Veterans of the U.S. Armed Forces.
- Local Knowledge: Existing relationships with landlords and social service providers in the four-county service area.
- Bilingual: Proficiency in Spanish is a strong plus.
- Grants Portal Experience: Prior experience with FLUXX or similar state/federal grants management portals is a plus.

This position is funded in part by the Texas Veterans Commission General Assistance Grant and in part by other grant sources, and continued employment depends on continued funding.
