San Marcos COVID Relief program for San Marcos Residents: San Marcos residents living within the city limits and experiencing a financial hardship due to the COVID-19 pandemic may be eligible for up to 3 months of mortgage/rent/utility assistance. See details and application link below.

  • Check to see if you qualify:

To be eligible for these programs, you must meet ALL 5 requirements:

  1. Assistance must be for your primary residence in the San Marcos, TX city limits. Click here to check if your address is in the city limits.
  2. You must  have a past-due utility notice, past-due rent notice, or eviction notice
    OR  you must certify that if you do not receive rental assistance, you or anyone in your household would need to move into an unsafe or unhealthy living environment, like a shared living situation or emergency shelter
  3. You or anyone in the household must have experienced at least one of these financial impacts related to COVID-19:
    • Reduction/loss of income
    • Increased expenses
    • Qualified for unemployment benefits
  4. You must certify that you have not received and will not receive duplicate assistance from another source for any of the months that you are requesting assistance
  5. Household income must be at or below 80% of the Area Median Income for Hays County:

What documentation must be submitted with the application?

As part of the Program application, household members must submit the following documentation so we can confirm eligibility:

  • Government- or other personal ID for at least one household member on the lease or mortgage or utility bill
  • Copy of rent/lease agreement (or rent receipt) or mortgage statement
  • Rental Ledger showing amount due
  • Notices of late rent payment or notice to evict, if applicable
  • Copies of past due utility bills, if utility assistance is being requested
  • Unemployment benefits letter and/or statement, if applicable
  • For renters: Landlord’s W9 is required but can be supplied by landlord (may slow the process)
  • For mortgage holders: Lender’s W-9 or IRS Form 1098
  • For all household members 18 years of age or above (or applicant or co-applicant of household if all members are under 18), income documentation must be provided from one of the three options below

Option 1: Eligibility through Other Programs 

    • Households with 6 or fewer members may provide documentation dated on or after January 1, 2020 showing that the household receives benefits from one of the following programs:
      • Head Start, LIHEAP/CEAP utility assistance, or SNAP benefits letters or documentation for any member in household, if applicable
      • SSI, TANF, or Tribal TANF for applicant or co-applicant
    • Households with 3 or fewer members may provide documentation dated on or after January 1, 2020 showing that the household receives benefits from WIC
    • If living in a rent-restricted property or receiving tenant-based rental assistance (such as a Housing Choice Voucher), you or your landlord can provide evidence of your most recent income certification (TIC) as long as it is no older than one year from when you apply for assistance.
    • In addition to providing one of the documents from the list above, the household must certify that their income does not exceed 80% of AMI at the time of application.

Option 2: 2020 Tax Return One Time Annual Income Verification

  • Filed 2020 IRS Form 1040 if you completed your 2020 federal income taxes OR

Option 3: Enter either annual or monthly income information for each adult household member 

Enter income information for each adult household member for each type of income following the instructions below. Note: You will need to upload supporting documents for each type of income for each household member. You may choose to enter Monthly Income or Annual Income:

Annual Income Option

If you have not yet completed your federal income taxes for 2020 OR you are not required to file a federal income tax return for 2020, you will need to provide all of the applicable annual income documentation from this list:

      • 2020 IRS Form W2
      • Current Social Security Benefits letter or 2020 Form 1099-SA (including benefits paid to minors)
      • 2020 Form 1099-R
      • 2020 IRS Form 1099-MISC or 1099-NEC for contractor income W2
      • Self-employment Income
      • Other 1099: 1099-DIV, 1099-Int, Investment Income, etc

 OR

Monthly Income Option: Enter income information for the last 30 days for every household member for each type of income. Submit all applicable income documentation for past 30 days for each household member

    • Pay Check stubs from your employer for the previous 30 days or Current letter from your employer verifying gross wages (pay rate, hours/week, pay date)
    • Current unemployment benefits letter including gross benefit amount
    • Current Pension/Retirement Benefit letter (if applicable)
    • Current Annuity Payment letter
    • Current Interest Statement 1099- INT and Current Dividend Statement 1099- DIV
    • Certification of Income (for Self- Employed, Cash, or Zero Income)

How To Apply

Step 1. Getting Started

  • Have the required documents listed above ready to upload into the online form. (You may also take photos to submit the documents in the form.
  • Government- or other personal ID for at least one household member on the lease
  • Copy of rent or lease agreement (or rent receipt) or mortgage statement
  • Rental Ledger showing amount due
  • Notices of late rent payment or notice to evict, if applicable
  • Copies of past due utility bills, if utility assistance is being requested
  • Unemployment benefits letter and/or statement, if applicable
  • For renters: Landlord’s W9 is required but can be supplied by landlord
  • For mortgage holders: Lender’s W-9 or IRS Form 1098

  • It is recommended to complete the application in one sitting. If you need to, you may save the application by creating an account and return to complete it later.
    • Note: Do not use an incognito browser tab; the application will not submit correctly.
  • Have all your documentation and information ready before you start the application.
  • You will need the names and birthdates of all household members.
  • You need annual income amounts and documentation for all household members aged 18 or over.
  • Allow yourself enough time to complete the application.

Step 2. How it works

  • For individuals/families who live in the city limits of San Marcos and are experiencing a  hardship due to the COVID-19 pandemic, online applications are being accepted for up to 3 months of funding for rent, mortgage, and utility assistance (while funds last.)
  • Complete the application by clicking on the green button below in Step 3.
  • You must click submit on the last page. You will receive an automated email that your application was successfully submitted.
  • An online request does not guarantee financial assistance will be provided.  Please do not submit more than one request for assistance. Funds are limited.

Step 4. What Happens Next

  • You will receive an automated email that your application was successfully submitted.
  • We will respond to you via email. Please be patient; processing your application will take time.
  • Payments will be made directly to landlords, leasing offices, mortgage holders, and utility companies.
